taxation on bandwidth

a friend i work with said he heard there will be bills made if you live in certain county's they will tax you for downloading and uploading files. i think this is bs as you can vpn any connection for encryption and hide activity. another person said it may be an additional fee(additional local taxes) on all isp bills for the activity to give the county additional revenue..comcast, att,wow ,mediacom,twc,and others. anyone have more light on this?

I've been having a problem with slow upload speeds for a couple of weeks now. On rare occasion I can get my full ul speed, but it never lasts long, usually seeing between .5 -1.5mbit\s (I'm on the 25\5 plan), I'm seeing some packet loss issues as well, but for the most part I'm seeing no issues with downloads or download speed. Modem is a Arris sb6141, router is an Asus RT-AC68U (though I've seen the same problem with the modem directly connected to my PC). I contacted comcast support about the problem and they went through the whole deal pushing signals, re-activating the modem and what not, to no avail. They actually bumped my plan up for a few minutes to see if that helped, and while my download speeds shot up, the upload was still lagging. which resulted in a comcast tech coming out here yesterday to look at it. He replaced some old connections and mentioned there was water in the ground block, which he resolved. He also noted slightly high upstream power at the pole, which he said another tech would come out and resolve (no idea if this has happened yet). After he went though that we did another speed test and it was in the 4.5mbit\s range again, so it looked like that fixed it, but it didn't last long. Any ideas before I jump back into the fray with comcast support? [Connectivity] New Cisco DPC3941 Gateway Horrible Performance

When Comcast sent me this new gateway, did I just luck out and get a dog device? History.. Have the Blast! service with the Triple Play. Everything was trucking along fine while using the Arris 722g EMTA.. Internet @ 120mbps, no lag or latency of note.. Telco worked fine, crystal clear & no issues. THEN.. I start getting daily calls from Comcast all but demanding I accept a new gateway device - that the DOCSIS 3.0 device I was using is now obsolete and will stop working - because I guess of the Blast! speed increase to 150mbps. Whatever, so I finally relent and let them send the new gateway. When I got it and saw that it was a Cisco made device I was cool with it, because of my familiarity with Cisco devices on the enterprise level I figured this box should be good. BZZZZZZZZZZZZZZZZZZZZZZZZT BOY WAS I WRONG. First of all.. Telco sound quality is horrible. It sounds like an old POTS line with squirrel chew and water in the line. Static static static.. sometimes very quiet most of the time loud as hell. Incoming calls have been unreliable at best - sometimes a caller will get through but at least half the time they say it goes right to voice mail. Oh when this happens, when the caller does not hear a ring and the call goes to voicemail - on my end the phone will ring and ring and ring until the caller finishes leaving the message. Pick up the line it is dead, hang up it starts ringing again. Oh and it's hit or miss if the voicemail that's left is even saved. Internet.. it seems the only thing reliable with that is going to the Xfinity and speedtest.net speed test sites. I can go all day and get 150-190mbps download speeds - but the second I try to go to a regular website.. facebook, cnn, dslreports, it doesn't matter - I get the "waiting for xxx.xxx.com..." Sometimes it will time out sometimes the pages will load - slowly. Go back after to a speed test site and all is fine.. sub 20ms ping and super high transfer speeds. Streaming video? I do not know what that is anymore.. Ask me about buffering video, I have plenty of that. In fact it buffers so much I wonder if I have a Janitorial service instead of an Internet service.. If I want to watch a youtube video or any other video I have to download the damn thing in order to watch it uninterrupted. All Comcast support can do is suggest a reboot and or send a refresh signal to the modem. Don't even get me started on support. If Comcast wants to have people read from and strictly follow their script, at least hire people who can understand and speak in clear English. Oh and please do something about your scripted lines - after 5 minutes speaking with "technical support" I feel as if my IQ dropped 20-30 points. Anyway... I have replaced the cable connecting to the phone block, even replaced the ethernet cables - twice. Replaced the two way splitter several times as well and I even relocated the modem to where the drop off the splitter is now less than 3' long, along with the new drop new compression fittings were put on all the video drops.. I even redid the bonding and while I was at it I ran a new power drop so the modem is all by itself on it's own circuit. Verified no ground loop and zero voltage on any of the lines. Basically I re-worked or replaced everything I could past the demarc. I have two computers which are connected directly to the gateway via ethernet - the gateway is setup to be the router / firewall. Also have one laptop and several tablets that access via wireless. All see the same shitty network performance - except for the speed tests, again those work perfect- the only two sites that do seem to work. Prior to all of this, with the original EMTA, my network performance was fine. Setup was simple.. EMTA into an Asus Router then to all my computers. Speeds were fine, performance was near flawless. New setup, EMTA/Gateway to all my computers, performance on Internet and telco is absolutely horrible. Signal levels are fine.. [att=1] [att=2] [att=3] The logs show nothing of note. The only thing hinkey I see are with the Codewords.. across all 16 channels the numbers are all exactly the same.. the same # of unerrored codewords, the exact same # of correctable codewords and the exact same # of uncorrectable codewords.. that all 16 channels being exactly the same seems real odd to me. Since support doesn't seem to be willing to send anybody out, can I just go to the office to pick up a different gateway to swap out - or do I need a service call to do that? Any suggestions? As of right now, I am at the point where I am willing to take the speed hit or downgrade my Internet package just so I could go back to the old EMTA that worked. The only thing I did not try was putting the gateway into Bridge mode and going back to the old router - I didn't do that because from what I read on Comcast's and other message boards that option is pretty much a useless one. Anyone here have problems bridging these new gateways?

Advice on poor speeds

1) I just moved to a new location in San Mateo, California 2) My internet service has been seeing variable/poor download speeds, ranging from 180 Mbps to less than 1 Mbps. 3) I haven't been able to recognize a patterns about service levels at certain times of the day, but haven't yet ruled anything out here. Last night around 1-2am the service was excellent though. 4.) I've got a Motorola ARRIS SURFboard SB6183, with these specs: Standard Specification Compliant: DOCSIS 3.0 Hardware Version: 1 Software Version: SB6183-9.2.0.0-GA-03-29-NOSH 5) The cable box appears to show the mainline split three ways, one line going into my cable modem. From there, I've experimented plugging the cable modem directly into my PC network interface card, but usually it's plugged into an Airport Extreme router (one gen behind latest). 6) Been testing across common browsers (IE, FF, Chrome) on a Windows 8.1 desktop with my Windows firewall turned off, a MacBook Pro retina, and several iOS devices. I'm not sure which internet package I have with Comcast. At the apartment I just moved away from, it was a package that included internet with 50 Mbps download, and then we paid extra to have 100 Mbps. And we carried our service over to the house we've just moved to. [Connectivity] Rain water causing bad service?

I had a separate coax buried for my HSI less than a year ago. My internet has been rock solid ever since until about 3 weeks ago when we had a really bad rain storm. I could only keep a connection for about 30 seconds before service would crap out, my SNR went to less than 30, kept losing downstream/upstream channels, and my speeds were about 10% of what they usually were. Strangely enough, my signal levels and speeds were very slowly getting better by the day w/o ever having to call a tech. So fast forward to today, we had another rainstorm (not nearly as bad as the last one) and my signals are right back were they were. Only difference is that 1. I still have Internet and 2. Channel 16 is unknown and high number of uncorrectables

I cannot get consistent high speed Internet from Comcast. After a reboot I will have a few minutes of the 150 Mbps speed on my plan. Shortly after reboot the speedtests will slow down to 12 Mbps. Channel 16 will go from QAM256 to "unknown" and the "uncorrectable" will blast up to 100,000+ in less than an hour. It will sometimes switch back to QAM256. It comes and goes. I have pointed this out to Comcast but they don't seem to be interested in this. I have a Motorola Surfboard 6183. The connection is to a single family home where Comcast removed all old cable lines and laid and buried a new cable line with no splitters from the pole to the inside of the house. I only have 1 splitter for the TV and Modem split. Is the behavior on channel 16 normal? Does anyone have any suggestion on how to get consistent speed from Comcast? I have called support and gone back and forth with them a few times but I can't get any help from Comcast support. Thanks

[Install] Considering switch from U-verse to Xfinity

We've been with AT&T DSL and then U-verse VDSL for many years, and have been happy enough with the service. However this year the retention department no longer wants to give us a deal, so for less money we can switch to Xfinity and get much faster upstream and downstream speeds. At least for a year; I don't know what happens after that. I understand I have to buy a cable modem. The ARRIS SB6121 seems like it would work well for us (we don't need wifi; our router provides that). However, it has only one RJ45 port out. I need at least two ports, because I'd like to split the pre-router signal through the rest of our house. (That's the way I have our current U-verse signal propagated; it keeps our home office LAN separated.) My question: Is there any reason that a cable modem with a built-in switch would be preferred to just getting a cheap, separate switch and using that? I can't think of any, but someone suggested it would weaken the signal a bit by doing that. Is there anything else I need to be aware of switching to Xfinity? I realize the price will go up after a year, but I'm hoping that either they'll give us another deal of some kind, or AT&T will be ready to take us back.

Comcast moved the TM722G Retail to the EOL list for who knows what reason... anyone know why? Because when calling in about my parents modem they told me the TM722G is EOL and needs to be replaced....... and I just looked at the device list and yes, it's listed as EOL now

I keep calling them and they keep transferring me around once they realize 2Gbit exists and their company sells it, without anyone being able to actually help me. I'm in Fort Lauderdale, one of the markets where this is offered. ps: the website where I can check myself is broken. Doesn't say Yes or No. It just reloads the page.

So it started Monday where my internet started to have issues. And today if has just been down for about 3 hours. I contacted comcast by Twitter as the phone support just tells me to reset the modem. And they told me they would provisioned the equipment. So now all I'm getting is connection state access denied. I took pictures of the log and connection screen [sorry about that I only have a tablet for internet now] My internet is up (hopefully) so I am posting the info as best I can. Connected new router (Airport) to wireless network and happy to see max speed: about 145/12. That NEVER happened again. Now back to about 85/12. Why would the speeds be so good only once and then deteriorate? Is there any logic to this?

Since the speed upgrade I've been having issues with the speed bottoming out. Downstream can get to .75 Mbps with normal upstream. Reset the modem and router everything returns to normal for a couple of days and then the speed starts to drop out again. Switch the iOS devices over to LTE they work fine, I should verify by connecting the devices to my mobile hotspot but I can pretty much blame it on a comcast issue at this point. What are some things to start troubleshooting on. The signals all look to be in range (average -0 signal levels, SNR 37 to 40 on the bonded channels), I did recently swap a DVR for an X1 Client (it's a little box with no component inputs, about the size of a DTA). Modem is a 6183. Router is an Netgear Nighthawk R8000. At this point I DO NOT want to purchase or rent another modem. I want comcast to fix their system. I'd like to know how to troubleshoot so I can get Comcast to fix their equipment without blaming my equipment. -- Xfinity X1 Awesome Product Comcast: Buy out the Iowa cable market from Mediacom so my friends can experience X1

I subscribe to MXtoolbox.com. Instead of my usual weekly email showing my IP addy is not on any blacklists, I received one today that it is blacklisted on Sender Score Reputation Network. Eh ? THEN I received a follow up email that my IP addy was removed. I am concerned about this bit in the screenshot about being listed for 2 days, 21 hours. Do I need to worry? I do NOT send out spam nor to group mailing lists. Just normal emails that MIGHT average 8-10 emails/daily for 2 Comcast email accounts. Thanks in advance. -- RIP, "Daphne": 3/12/05 - 6/19/12.

[Moving] Move from FiOS to Xfinity

I live the Baltimore area and am considering a move from Verizon FiOS to Xfinity. Anyone switch recently and care to share your thoughts on one service versus the other? We would do a bundle of phone, tv, and internet or just internet and tv. Currently have 25/25 internet, a TV package similar to Xfinity's "Preferred" TV, and a movie packages that includes all of the premium channels, although I've finally talked husband down to just HBO and STARZ only. We have a multi-room DVR but not Verizon's version of the X1 platform. I'd be interested in the X1 platform with Xfinity. Thoughts on the reliability and speed of the internet service are greatly appreciated.
