[Rant] Can I get a refund or something

At 3:30 pm today(sunday). My speeds look like this [att=1] Modem signals atm: [att=2] I am paying for 150 megabits, but during any sort of busy time my speeds are dead. I've tried without my router, I've looked at the network graph on my router when it's connected and nothing is using anything. Of course my speeds are fine at 4am or during the weekdays at around noon. I heard they were doing a node split in November, but my speeds have been like this for months. Why should I have to pay the full amount in the meantime?
