It seems every 6 months it's a new issue.
Early last year I had nothing but issues with Level 3 & Comcast peering in Miami (where Comcast makes almost ALL of FL traffic tunnel through).
Now for the the last 6+ months it's Cogentco & Comcast.
Comcast points the finger at them and when I contact Cogentco I get:
"The latency and/or packet loss that you are experiencing to this destination is due to occasional high traffic with Comcast. We have repeatedly requested augments to these congestion points and hope Comcast will comply soon."
Got to love how the customers always get caught in the middle of it.
I am paying for my bandwidth on the Comcast side and it's also being paid through the other side yet I can't be delivered proper service.
It's all childish really. I understand the whole peering mess and how one provider doesn't want to get dumped more data vs. what they are using and want it equal etc. but it's stupid. The only reason the data is hitting the Comcast network is because Comcast PAYING customers like myself are requesting the data, so why must they fight with the other providers?
Comcast is one of the worst with this because A) how big they are and B) how they do peering.
AT&T, Verizon, Bright House & tw telecom all have multiple peering points throughout the state to various backbones. But Comcast, forces everything through Miami. Of course it's going to be more congested... All the other providers I can peer in Central FL while with them I can't and continue to have these issues.
I have access to these various ISPs due to my line of work but at home Comcast.

In the early mornings the final ping is single digit about 8ms and speeds are normal.
11AM and on hits and they go as high as 70 and speeds are hit or miss and jitter is a mess.
