[Business] Frequent dropouts due to jitter?

I've been a Comcast Business Internet member for years and have had very few problems. I moved in September and have had > 10 visits from the techs since then. Last week I started seeing frequent dropouts of 15-30 minutes, along with frequent slowdowns. Power cycling made no difference. A tech came out yesterday, said my CMTS Jitter was 10 and the max is 4. He said that was outside work. A truck pulled up outside for a few hours and the service worked fine last night. Until I went to bed. It's been horrible since. Another tech came out today, and said he replaced everything inside the house from the outside connection to my modem, and replaced the line from the outside street connection to my house (that's laying on my lawn.) It worked when he left. It's broken and just an hour later. Any clues from the signal / log / smoke tests?
