[Connectivity] Possible Congestion Issues? (Illinois, New Customer)

Just had triple play installed at the house yesterday. X1 boxes are working beautifully, the modem appears to be working fine, but speeds are very inconsistent. During the early morning and late night, I'm able to pull 60mbps / 12mbps which makes sense because we're paying for 50mbps / 10mbps. However, pretty much between afternoon and 12am the speeds are just everywhere. 10mbps, 20mbps, 30mbps, 40mbps, 17mbps - just everywhere. I've tried using speedtest.net and the xfinity speed test and the same results occur. I'm not having any latency issues or packet loss (thank god), but it's annoying not to get the speeds we're supposed to get. This is all being tested via ethernet plugged into the XB3 Cisco modem.
