[Bill] Franchise fee on internet bill

I got billed a franchise fee on an internet bill. The only explanation from 1-800-Comcast is that it's a tax on the change of service fee. They are also charging me state sales tax on internet service, which I though was illegal. -- Stop the Comcast-Time Warner merger, I'd rather Time Warner buy out Comcast.
