[Connectivity] Comcast tech installed coax splitter to fix upload speed?

Hello there, Recently I've been having very inconsistent upload speed with my Comcast blast service. I pay for 50 down/10 up, and for a long while I've been getting 57/12. Recently however, I've been getting 57/1.5 for most of the day, bouncing back up to 10 from time to time. Comcast sent a tech over and they installed a Coaxial splitter (though I don't have a cable box). The speeds seemed to drop a little bit. The tech's reasoning was that my signal was too high and this would help resolve my issue. I use a Motorola SB6121; here are the signal specs with the coaxial splitter - Download: Channel ID 1 2 3 5 Frequency 561000000 Hz 567000000 Hz 573000000 Hz 585000000 Hz Signal to Noise Ratio 36 dB 36 dB 37 dB 37 dB Downstream Modulation QAM256 QAM256 QAM256 QAM256 Power level 3 dBmV 3 dBmV 3 dBmV 3 dBmV Upload: Channel ID 16 13 14 15 Frequency 37000000 Hz 18900000 Hz 23700000 Hz 30600000 Hz Ranging Service ID 15839 15839 15839 15839 Symbol Rate 5.120 Msym/sec 2.560 Msym/sec 5.120 Msym/sec 5.120 Msym/sec Power Level 44 dBmV 41 dBmV 42 dBmV 43 dBmV Upstream Modulation [3] QPSK [3] 64QAM [3] QPSK [3] 64QAM [3] QPSK [3] 64QAM [3] QPSK [3] 64QAM Ranging Status Success Success Success Success Signal stats: Channel ID 1 2 3 5 Total Unerrored Codewords 676774768 676774698 676775127 676775325 Total Correctable Codewords 3912 3899 3555 3282 Total Uncorrectable Codewords 676 766 678 760 I was hoping I could get some guidance regarding the normal levels here. Does this seem right? I would also like to know if a coaxial splitter will actually help upload speeds? This doesn't seem to make much sense to me. Thank you so much for the help!
