[Signals] Slow performance

I've got a client who uses Xfinity. He is having problems with slowness on the internet. When I do a ping test his pings are ~ 9ms, and his upload and download are where they should be according to his plan. I can't find any problems with his computer. (Windows doesn't have any corrupt files and he doesn't have adware or spyware according to several different virus scan's I have done). When he clicks on something (for example Comcast webmail) he gets the spinning wheel for about 30 seconds and up to a few minutes at times. I've captured the logs from his modem and want to see if anyone sees any issues with them. I can't find a reason for the latency. He's tried different browsers as well.
