[Connectivity] Unable to connect to modem settings

Last night, received the following screen message on two PC's, one utilizing a hard-wired network connection and the other using my WiFi connection: IP conflict error – “Another computer on this network has the same IP address as this computer. Contact you network administrator for help resolving this issue. More details are available in the Windows System event log” Went to check settings via 10.0.0.1 on the SMC Networks SMC3D3GNV wireless gateway modem leased from Comcast and was unable to access the site where I would normally enter username and password to check those settings, which has never been a problem. Just FYI: the connection itself is apparently perfectly fine and I have full Internet connectivity. This issue appeared "out of the blue". Is it on Comcast's end due to some sort of maintenance being performed on their network? Also: did a manual reboot of the modem by shutting it off and then waiting a minute before turning it back on. That didn't solve the issue of my inability to access those settings at 10.0.0.1, so can anyone offer an idea as to what may have transpired here? TIA! -- The maximum effective range of an excuse is ZERO meters!
